The objectives of the study were to:

                      1. understand the legal and policy framework governing the irrigation programme;

                      2. ascertain the implementation of the irrigation programme vis-à-vis the growth of the agriculture sector;

                      3. appreciate the role of the private sector and the cooperating partners in the implementation of the programme;

                      4. appreciate the challenges, if any, facing the implementation of the irrigation programme; and

                      5. recommend to the Executive, the way forward on the implementation of the programme.
