An act to establish the National Science and Technology Council,; to define its functions and provide for its composition; to provide for the establishment of centres and institutes and to define their functions;m to constitute management boards for the centres and insitutes established under the Act and to provide their composition; to provide for the establishment of existing research institutions as centres and institutes under this Act; and to provide for matters connected with or incidental to the foregoing.
