About Clerk
Mrs Doris Katai Katebe Mwinga has been Clerk of the National Assembly since November 2002. She was born in 1957 in Kawambwa, in the Luapula Province of Zambia, and is married with two children.
Mrs Mwinga holds a Bachelor of Laws degree from the University of Zambia (1980) and Master of Laws degree from the University of Calgary in Canada (1996). In addition, she holds a diploma in Legislative Drafting (1982, University of Zimbabwe) and certificates in Legislative Drafting and International Law (1986, University of London), Environment Regulation (1992, International Law Institute, Washington, D.C.), and Environmental Policy in a Liberalised Economy (1993, Academia International Liberdade E Desenvolviment, Portugal).
Prior to her appointment as Clerk of the National Assembly, Mrs Mwinga worked in the Civil Service for twenty (20) years, starting as a state advocate in the Ministry of Legal Affairs and ending up as National Expert and Chief Parliamentary Draftsman in the same Ministry. During this time, she served as a Member of the Investment Board of Zambia, the Zambia Law Development Commission, the Zambia Institute of Advanced Legal Education, the National Water and Sanitation Council, the Zambia Wildlife Authority, and the National AIDS Council. In addition, Mrs Mwinga has been a consultant for various local and international institutions on various aspects of legislative frameworks and policy, including environmental legislation and policy.
