The Electoral Process (Amendment) - Bill to provide for the inspection of the Provisional Register of Voters; the filing of an adoption certificate to accompany a nomination; the election and distribution of seats under the proportional representation electoral system; the appointment of a returning officer and their powers and duties; the filing of a nomination petition; the power of the Commission to suspend a political party or candidate for breach of the Code of Conduct; and matters connected with, or incidental to, the foregoing.

8. QUESTION FOR ORAL ANSWER (STANDING ORDER 82)
312. Mr Mtayachalo (Chama North) - to ask the Minister of Health:
(a) whether the Government is aware of the erratic supply of water and reagents at the University Teaching Hospital, in Lusaka District; and
(b) if so, what measures the Government is taking to avert an outbreak of water-borne diseases and ensure a consistent supply of essential medical reagents at the Institution.
9. QUESTION FOR ORAL ANSWER (STANDING ORDER 80)
313. Mr Mapani (Namwala) - to ask the Minister of Local Government and Rural Development:
(a) whether the loans granted to beneficiaries under the Constituency Development Fund (CDF) are insured;
(b) if not, what measures have been put in place to safeguard the funds in instances where beneficiaries default on repayment due to calamities such as drought;
(c) in percentage terms, how many CDF loan beneficiaries, countrywide, repaid their loans in full, from 2022 to 2025, year by year;
(d) how many beneficiaries have defaulted on loan repayments; and
(e) what the reasons for the defaults, are.

314. Mr Daka (Chadiza) – to ask the Minister of Health:
(a) whether the Government has any plans to rehabilitate and upgrade Nsadzu Mental Rehabilitation Centre in Chadiza District;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
315. Mr Daka (Chadiza) - to ask the Minister of Health:
(a) how many mental health facilities there were, countrywide, as of December, 2025;
(b) in what physical state the facilities, were;
(c) whether the Government has any plans to construct mental health facilities with modern equipment in all rural districts;
(d) if so, when the plans will be implemented; and
(e) if there are no such plans, why.

That this House adopts the Report of the Committee on Education, Science and Technology on the Review of the State of Foundational Literacy and Numeracy Levels in Primary Schools, for the Fifth Session of the Thirteenth National Assembly, laid on the Table of the House on Tuesday, 14th April, 2026.
