The Civil Aviation (Amendment) - Bill to enhance the regulation and oversight of civil aviation security; revise penalties relating to offences committed on board a civil aircraft; provide for the declaration of danger areas and prohibited areas; and provide for matters connected with, or incidental to, the foregoing.

6. QUESTIONS FOR ORAL ANSWER (STANDING ORDER 80)
220 Mr Mukosa (Chinsali) - to ask the Minister of Home Affairs and Internal Security:
(a) how many, of the following there were in Chinsali District, as of September, 2025:
(i) police officers; and
(ii) staff houses;
(b) whether the Government has any plans to construct additional houses for the police officers in the District;
(c) if so, when the plans will be implemented; and
(d) if there are no such plans, why.
221 Mr Mukosa (Chinsali) - to ask the Minister of Infrastructure, Housing and Urban Development:
(a) when the construction of the Paul Mushindo University in Chinsali District will be completed;
(b) at what percentage of completion, the project was, as of September, 2025;
(c) what the estimated cost of the outstanding works was, as of the date at (b); and
(d) who the contractor for the project, is.
222 Mr Mtayachalo (Chama North) - to ask the Minister of Education:
(a) whether the Government has any plans to construct a secondary
school in Kamphemba Ward in Chama North Parliamentary Constituency in order to ease pressure on Chama Day Secondary School;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
223 Mr Fube (Chilubi) - to ask the Minister of Local Government and Rural Development:
(a) whether the Government has any plans to grant loans to youths who have acquired skills through training sponsored under the Constituency Development Fund, to enable them to start businesses;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
224 Mr Kapema (Pambashe) - to ask the Minister of Local Government and Rural Development:
(a) why the construction of Senior Chief Mushota’s Palace, in Pambashe Parliamentary Constituency, has stalled;
(b) at what percentage of completion the project was, as of December, 2025;
(c) when construction works will resume;
(d) what the time frame for the completion of outstanding works is;
(e) whether the Government has any plans to engage a new contractor for the project; and
(f) if there are no such plans, why.
225 Mr Kapyanga (Mpika) - to ask the Minister of Energy:
(a) whether the Government has any plans to electrify the following areas in Mpika Parliamentary Constituency:
(i) Changalilo Clinic;
(ii) Mukonteka School;
(iii) Kapoko School;
(iv) Chipundu Secondary School;
(v) Chifobole School;
(vi) Sabwa School;
(vii) Dick and Mutengo Villages; and
(viii) Mulolesha School;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
226 Mr Mukosa (Chinsali) - to ask the Minister of Energy:
(a) whether the Government has any plans to electrify the following villages in Nkakula Ward in Chinsali Parliamentary Constituency:
(i) Lameck;
(ii) Mwalala;
(iii) Kapululu; and
(iv) Mukoba;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
227 Mr Mukosa (Chinsali) - to ask the Minister of Tourism:
(a) whether the Government has conducted an assessment, to establish the potential of the following sites in Chinsali District as tourist attractions:
(i) Shambalakale House;
(ii) Lenshina Church in Kasomo Village; and
(iii) Lubwa Mission;
(b) if so, what the findings are;
(c) what measures the Government has taken in response to the findings; and
(d) if an assessment has not been undertaken, why.
228 Mr Mukosa (Chinsali) - to ask the Minister of Finance and National Planning:
(a) what the staff establishment of the Tax Appeals Tribunal was, as of August, 2025;
(b) how many members of staff there were, as of the date above; and
(c) how many cases the Tribunal handled from 2018 to August, 2025, year by year.
