The Minister of Health
The Tobacco Control - Bill to provide for the protection of present and future generations from the devastating health, social, environmental and economic consequences of tobacco use, nicotine addiction, and exposure to the harmful emissions of tobacco products, tobacco devices, nicotine products or nicotine devices; constitute the Tobacco Control Committee and provide for its functions; regulate the manufacture, distribution, sale, import of a tobacco product, tobacco device, nicotine, nicotine product and nicotine device; provide for the packaging and labelling of a tobacco product, tobacco device, nicotine, nicotine product or nicotine device; regulate the advertisement, promotion and sponsorship of a tobacco product or tobacco device, nicotine, nicotine product and nicotine device; domesticate the World Health Organisation Framework Convention on Tobacco Control; and provide for matters connected with, or incidental to, the foregoing. 7. QUESTIONS FOR ORAL ANSWER (STANDING ORDER 80)
146. Dr Andeleki (Katombola) - to ask the Minister of Infrastructure, Housing and Urban Development:
(a) when the Government will engage a new contractor to construct the Zimba-Nyawa-Kalomo road;
(b) what the estimated cost of the project is;
(c) what the time frame for the completion of the project is;
(d) whether the road will be tarred; and
(e) if the road will not be tarred, why.
147. Mr Kapyanga (Mpika) - to ask the Minister of Infrastructure, Housing and Urban Development:
(a) whether the Government has any plans to construct Mpika-Nabwalya Road in Mpika District;
(b) if so, when such plans will be implemented;
(c) what the estimated cost of the project, is; and
(d) if there are no such plans, why.
148. Mr C Kang’ombe (Kamfinsa) - to ask the Minister of Energy:
(a) what the name of the company constructing the crude oil refinery in Ndola District, is;
(b) why the Government opted to construct a new refinery, as
opposed to recapitalising Indeni Oil Refinery; and
(c) what the terms and conditions of the contract between the
Government and the company at (a), are, once construction is completed.
149. Mr Twasa (Kasenengwa) - to ask the Minister of Health:
(a) whether the Government has any plans to recruit additional staff for the following health centres in Kasenengwa Parliamentary Constituency:
(i) Chipembaulo in Mphunza Ward; and
(ii) Luona in Ng’ongwe Ward;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
150. Mr Siachisumo (Lufwanyama) - to ask the Minister of Education what measures the Government is taking to motivate teachers, who have upgraded their qualifications, using their own resources.
151. Ms M Phiri (Milanzi) - to ask the Minister of Infrastructure, Housing and Urban Development:
(a) when the Government will complete the construction of the Katete - Chanida road;
(b) at what percentage of completion, the project was, as of August, 2025;
(c) what the cause of the delay in completing the project, is;
(d) what the cost of the outstanding works on the project, is; and
(e) when the project is expected to be completed.
152. Mr E Banda (Muchinga) - to ask the Minister of Energy:
(a) whether ZESCO Limited has any plans to undertake the following activities under the Corporate Social Responsibility Programme in Muchinga Parliamentary Constituency:
(i) rehabilitation of the Musa Mine - Lusiwasi road; and
(ii) provision of a utility vehicle to Her Royal Highness Chieftainess Serenje;
(b) if so, when the plans will be implemented; and
(c) if there are no such plans, why.
