Suspend Standing Order: That Standing Order 167(2) of the National Assembly of Zambia Standing Orders, 2024, be suspended to enable the Minister of Finance and National Planning to present the Money Bills in support of the 2026 National Budget by Tuesday, 4th November, 2025.

42. Mr Miyutu (Kalabo Central) - to ask the Minister of Education:
 
(a) why the Higher Education Authority (HEA) increased the student annual levies, from K4.00 to K75.00 per student;
 
(b) whether the increase will not adversely affect access to higher education by the youth; and
 
(c) what measures have been put in place to assist students who may not be able to pay the levy.
 
43. Mr E Tembo (Feira) - to ask the Minister of Tourism:
 
(a) whether the Government has any plans to fence off the wildlife corridor in Luangwa District, to prevent human-animal conflict;
 
(b) if so, when the plans will be implemented; and
 
(c) if there are no such plans, why.

Adopt Report of the Committee on Local Governance, Housing and Chiefs’ Affairs:  That this House adopts the Report of the Committee on Local Governance, Housing and Chiefs’ Affairs on the Ratification of the Agreement Establishing Shelter Afrique Development Bank, for the Fifth Session of the Thirteenth National Assembly, laid on the Table of the House on Monday, 13th October, 2025.
