THE ENVIRONMENTAL MANAGEMENT
(AMENDMENT) BILL, 2023
MEMORANDUM
The object of this Bill is to amend the Environmental Management
Act, 2011 so as to—
(a) revise the functions of the Zambia Environmental
Management Agency;
(b) harmonise the provisions relating to solid waste
management with the Solid Waste Regulation and
Management Act, 2018;
(c) domesticate the Kigali Amendment to the Montreal
Protocol on substances that deplete the ozone layer;
(d) provide for the registration of pesticides or toxic
substances;
(e) revise the provision on summary imposition of penalties;
and
(f) provide for matters connected with, or incidental to, the
foregoing.
