A delegation from the Parliament of Uganda, led by Honourable Menhya Gerald Simon, MP, visited the Zambian Parliament on a Study Mission from 15th to 21st March, 2009. Other members of the delegation were Hon. Butime Rwakaikara Tom, MP, Hon. Oburu Grace, MP, Hon. Okellow-Okellow John Livingstone, MP and Mr Owili Geoffrey Micky, Secretary to the Delegation.
The purpose of their visit was to share experiences on best practices and procedures in areas of common interest. These included effective prevention of corruption in both the public and private sector, special investigation powers for the Inspector General of Government and the Director of Public Prosecution, protection of witnesses or informers also commonly known as “whistle-blowers” and the confiscation order or confiscation of property derived from an act of corruption directly or indirectly. To this end, the delegation held consultative meetings on different occasions with the Hon. Mr Speaker, the Clerk, Deputy Clerk, the Assistant Clerk and Heads of departments. Further, the delegation held meetings with the Committee on Legal Affairs, Governance, Human Rights and Gender Matters, the Committee on National Security and Foreign Affairs and the Public Accounts Committee. The delegation also attended the Sitting of the House before conducting an evaluation of the Study Mission with the Clerk of the National Assembly. Outside Parliament, the delegation had an opportunity to hold consultative meetings with the Director of Public Prosecution, the acting Director-General of the Anti-Corruption Commission and the Investigator General of the Commission for Investigations. After winding up their business, the delegation departed for Uganda on 21st March, 2009. |
